If I quit messages and restart it, the same dialog, with the same 0% progress comes back and I can't use messages. I have upgraded 2 other macs with the same set of accounts and this hasn't happened. When I launch the messages app on my iMac I get a notice that the Messages database is being upgraded. The notice, shown below, tells me to wait while it finishes or relaunch later.
